A business built on a pyramid or multilevel-marketing (MLM) structure -- where income comes mainly from recruiting other distributors rather than selling a product to real customers -- is not SBA-eligible.

What the SBA rule says

SBA loans cannot fund a business whose income is derived primarily from a pyramid or multilevel sales-distribution plan.

What to use instead

A genuine product business you own outright (not a recruitment-based plan) can qualify on its own merits -- confirm with a lender.
